this has always confused me about a country that is so relaxed about prostitution and choose not to enforce any laws but frown deeply on nudity and consider it disrespectful to be shirtless in public i remember had to go to see the police in koh samui after foz had had some money lifted from his room, the thai girl i was with took us but they wouldn't talk to him until he wore a shirt i know its there customs and do respect them but confuses me somtimes.
