Wi-Fi and accessible networks?

I saw an earlier post in hotel section where an owner posted"although we do not have our own wi/fi,there are several accesible networks".
I`m trying to understand the implication here.
So you can rent/buy wi-fi internet access?
Would this be thru your mobile phone?:confused1:
Any ideas of cost and if it is thru mobile phone would your phone be engaged(busy) while on internet.
Grateful for explanation/further info re. this in Pattaya.

nothing works properly here Gildas , the EDGE is glitchy and often down
very slow sppeds , same as local ADSL .
